National Action Plan on Disability
The NAP Disability is the federal government’s long-term strategy for the implementation of the UN Convention on Disability Rights.
On 24 July 2012 the National Action Plan on Disability 2012-2020 (NAP Disability) was adopted by the Ministerial Council. In this way, the NAP also supports the objectives and contents of the European disability strategy 2010-2020.
The National Action Plan describes the current situation as perceived by the respective ministerial departments, formulates policy objectives and contains 250 measures – divided up in eight focuses – which are to be realised by 2020.
The Ministry of Social Affairs formulated the measures of the NAP Disability in cooperation with all other ministries as the result of a participative process with civil society – above all with the organisations of people with disabilities – and with the social partners.
The implementation of the NAP is accompanied by a support group in which all of the ministries, provinces and important stakeholder groups participate and which is led by the Ministry of Social Affairs.
A first interim assessment by the Ministry of Social Affairs for the years 2012-2015 of the NAP Disability showed that of the 250 measures more than half had already been realised.

It is planned to commission an academic evaluation of the NAP Disability, which is coming to an end in 2020, and to then continue the NAP from 2021-2030. In this way, Austria wishes to consolidate the human rights of people with disabilities which are guaranteed by the UN Disability Rights Convention. The NAP Disability 2021-2030 is to be drawn up within a broadly-based participative process with the involvement of the provinces.
